The Department of Education’s Expanded Career Progression (ECP) System is finally here! DepEd has officially launched the ECP system to help teachers advance in their careers. This means new ranks like Teacher IV-VII and Master Teacher V are open, providing a clear path for professional advancement. This is a major opportunity for professional growth. In addition, the General Appropriations Act for FY 2025 has appropriated P6B budget to cover the Reclassification of Teaching and School Head Positions in DepEd, which is expected to be utilized within 2025. Now is the perfect time to apply for reclassification and pursue the salary grade increase you’ve been waiting for!
While the process is detailed, preparing the requirements doesn’t have to be overwhelming. This guide breaks down the essential steps into simple, actionable steps. Follow along to ensure your application is complete, compliant, and ready for your career leap!
Step 1: Understand the Reclassification Guidelines
Before you gather a single document, you must know what you’re applying for and what’s required. The new reclassification is competency-based, which means you need to meet the specific Qualification Standards (QS) and Performance Requirements of the position you’re aiming for. The reclassification process is based on DepEd Order No. 024, s. 2025 – Guidelines on the Implementation of the Expanded Career Progression System for Teachers and School Heads in the Department of Education. This DepEd Order explains who is eligible, what documents are needed, and the overall process.

Step 2: Know If You’re Eligible
Eligibility is open to all qualified teachers. Check if you meet the criteria. However, priority is given to:
- Teacher I incumbents nearing retirement (within 5 years)
- All applicants must undergo assessment based on standardized guidelines. (Refer to the latest DepEd qualification standards to see if your educational and professional requirements match.)

- What is the new position title I am applying for (e.g., Teacher IV, Master Teacher I)?

Step 3: Gather the Required Documents
Prepare one (1) set of documents, properly labeled and arranged. Here’s what you need:
- Letter of Intent addressed to the Schools Division Superintendent (SDS)
- Duly accomplished Personal Data Sheet (PDS) (CSC Form 212, Revised 2025) with Work Experience Sheet
- Photocopy of valid and updated PRC License/ID
- Certificate of Competency Level issued by authorized body (if applicable)
- Photocopy of scholastic/academic record (i.e. Special Orders, Transcript of Records (TOR) and Diploma, including completion of graduate and post-graduate units/degrees, if available)
- Photocopy of duly signed Service Record
- Photocopy of latest appointment
- Photocopy of certificate/s of completion of NEAP-accredited professional development programs/courses, or certificate/s of training issued by NEAP-accredited public and private institutions or photocopy of certificate/s of relevant specialized trainings or professional development programs, if any
- Photocopy of TESDA National Certificate II and Trainer’s Methodology Certificate (for SHS applicants in the TVL track only)
- Photocopy of the required Performance Ratings with at least Very Satisfactory rating (Note: The applicant shall submit at most three (3) performance ratings depending on the performance requirements. The latest performance rating shall cover one (1) year complete performance rating period in the current position)
- Checklist of Requirements and Omnibus Sworn Statement on the Certification on the Authenticity and Veracity (CAV) of the documents submitted and Data Privacy Consent Form
- Any other documents as may be required by the HRMPSB including but not limited to portfolio for the assessment of identified PPST non-classroom observable indicators.
💡TIP: Make sure all documents are complete, organized, and labeled accordingly. Use ear tags for better organization.
Step 4: Submit Your Application on Time
Once your documents are ready, have them pre-evaluated by your school head to ensure that any necessary technical assistance can be provided. After the pre-evaluation and approval, submit your complete application to your Schools Division Office before the deadline. For SY 2025–2026, key dates include:
- October 27, 2025: Deadline for submission to the Administrative Division
- October 30, 2025: Endorsement to Regional Office
- November 30, 2025: Submission to DBM for NOSCA issuance
- March 30, 2026: Release of appointment papers and salary adjustments
Step 5: Undergo the Initial Evaluation Process
Upon receipt of your application, the HRMO will conduct an initial evaluation of your paper based on the qualification standards of the position you are applying for, i.e. education, training, experience, and performance, to see whether you meet the minimum requirements.
After the initial evaluation process, the HRMO will prepare and submit the Initial Evaluation Results (IER), which includes the applicants’ assigned application codes, qualifications, performance, and remarks indicating whether the applicant is qualified or disqualified. You will also be notified of the results of the initial evaluation through official communication channels.

💡TIP: Follow the instructions from your HR or Human Resource Unit carefully. Always keep a copy of your submitted documents for your records.
Step 6: Await Evaluation and Track Your Application
Once the IER is received, the HRMPSB will convene to screen the qualified applicants. After the screening, the HRMPSB will prepare the Comparative Assessment Results for Expanded Reclassification (CAReER) highlighting the candidates for reclassification who meet the cut-off score of 50 points, ranked from highest to lowest. Monitor updates from your Division Office.
- Evaluation Period: Usually from November to January
- Final Appointments: Expected by March 30, 2026
